We already know that many cyclists (not ALL cyclists) have an extremely arrogant attitude to others using the road. Somehow they believe they are on such a moral high-ground that they can behave with impunity on our streets. Now we have Chris Boardman saying cyclists should be presumed innocent whatever they do!!!
